Prince George's County police correct previous belief that PCP was involved in fatal police shooting Prince George's County Police Chief Hank Stawinksi clarifies that their preliminary belief that PCP was involved and independent witnesses were involved are both not true. He said he was also uncertain whether the man fatally shot by a police officer was seat-belted in the cruiser.

An officer-involved shooting Monday, involving Cpl. Michael Owen left Prince George's County man, William Green, dead while handcuffed in the front seat of a police cruiser near St. Barnabas Road and Winston Street in Temple Hills, Maryland.

Chief of police Hank Stawinksi held a news conference to announce the charges of second degree murder and manslaughter against Cpl. Michael Owen in the death of William Green.

The officer did NOT have a body camera on during the incident.
