The Union government is holding a Conference with State Chief Secretaries and Directors of Census to discuss execution of the Census and NPR UPDATION exercise. According to sources, all States are participating except West Bengal, which has given it in writing that it will not be part of the meeting. Both exercises of census and NPR are often conducted simultaneously. While Census is a head-count of population with basic demographic detailing, NPR is a database containing a list of all usual residents of the country. Its objective is to have a comprehensive identity database of people residing in the country. NPR tracks migration as well as several socio-economic dimensions that are not covered under the census.
