Visited by BLM Ranger and Cops. Was It Really Necessary?

Visited by BLM Ranger and Cops. Was It Really Necessary? A Ranger was called on me by the Camp Host at a BLM Campground and he brought LEOs (Law Enforcement Officers). Was it really necessary? From their perspective, yes. But it was beyond shocking to me and my friends.
Crossroads Campground, California, Bureau of Land Management -

MULTIPLE SITES
It is my new understanding that you can book multiple sites, you just have to list the name of the person in each site. Multiple sites can’t be in one name. But again, this was a BLM campsite. It may just be a BLM rule. IDK.
MULTIPLE VEHICLES
The only time multiple vehicles are allowed is if they are being towed (tow vehicle) or pulled (trailer).
