Security footage of Arkansas officer being 'executed' released

The Washington County Sheriff's Office has released security footage of the shooting of Fayetteville Police Officer Stephen Carr, who was "ambushed and executed" by 35-year-old London Phillips. Phillips was shot and killed by police.
