Pokemon Go: Water Festival MAJOR FAIL!!?!?!?!?

The Water Festival continues as I'm at another water biome looking for shinies. I hit up Nankin Mills in Hines park. At the moment, it's a Voltorb nest, and RAINING! But, there were a lot of problems. Find out what those problems were & whether or not they effected my chances of getting shinies!
