Would I Use Flutter over Native iOS/Android?

What is Flutter and would I use it? Knowing how to program in Swift and Kotlin already, I personally wouldn't. But if you are a small startup and don't have resources to hire an Android and iOS engineer, it could be a great solution to use Flutter.
