Holodomor (1932 - 1933) - Death by Starvation in Stalin's Terror-Famine in Ukraine Which dictator was worse: Stalin or Hitler? Most people argue Hitler because Hitler committed a genocide. However, Stalin did as well. After the Ukrainian War of Independence (1917 - 1921) Ukraine became part of the Soviet Union. At the end of the 1920 Stalins started the collectivization in the Soviet Union. Stalins policies led to the Soviet famine of 1932–33. Ukrainian farmers resisted this and were branded as kulaks and deported to the Gulag in Siberia or shot. The famine also struck Ukraine. This man-made famine was called Holodomor and can be considered as a genocide.
